James Rayburn


James L. Rayburn, PE / President & CEO

Mr. Rayburn graduated from Auburn University in 1967 with a degree in Electrical Engineering and in 1975 from the University of South Florida with a Master of Engineering Administration Degree. He was first registered to practice engineering in the state of Florida in 1973 and in Georgia in 1982. After spending many years in the utility industry, most recently as Vice President, Savannah Electric and Power Co, he and two other engineers founded RWP Engineering in 1994.

He has been President and CEO of RWP since its founding and guided its growth from the three founding principals to its current staff of 16 professionals.

As President & CEO, Mr. Rayburn is in charge of all commercial project design and the electrical portion of industrial design, overall business development, administration and personnel. He reviews and coordinates all contract documents prior to release for construction, and maintains a close association with all design projects.

A member of the National Society of Professional Engineers, he is an active member of the local chapter. He has served as Chairman of Goodwill Industries of the Coastal Empire and is a current member of the Advisory Board; has been Chairman of the Savannah Area Manufacturer’s Council; on the Board and on the Executive Committee of the Chamber of Commerce; on the City of Savannah Electrical Board of Appeals; has served in many capacities at Wilmington Island Methodist Church and currently Lay Leader; and is a Certified Lay Speaker in the South Georgia Conference of the United Methodist Church.

Frank Martin


Frank Martin, PE/ Vice President / Project Manager

Mr. Martin, a native of Savannah, graduated from the Georgia Institute of Technology in 1991 with a bachelor degree in Civil Engineering. Upon graduation, Mr. Martin was employed as a project engineer with Vectra Technologies in Russellville, Arkansas.

His responsibilities included the structural analysis of existing structures for nuclear power facilities. In 1994, Mr. Martin began working with Cromwell Architects and Engineers in Little Rock, Arkansas as a Structural Engineer.
 In 1997, Mr. Martin returned to Savannah and was employed by RWP Engineering as a project engineer. He became a partner in RWP Engineering in 2005.

As Vice President, Mr. Martin is in charge of the Structural analysis and preparation of design documents for industrial, commercial and residential projects prior to release for construction, as well as providing construction administration. His design experience includes working with reinforced concrete structures utilizing post tension slabs, steel frame structures, wood structures, concrete masonry unit (CMU) structures, aerated autoclaved concrete (AAC) structures, historic brick masonry structures and historic wood structures.

D. Lee Mailler


D. Lee Mailler, PE, LEED AP / Vice President / Project Manager

Mr. Mailler graduated from the University Georgia in 1993 with degrees in Mathematics and Agricultural Engineering. He was first registered to practice engineering in the state of Georgia in 2000. He became a partner in RWP Engineering in 2005.

As Vice President, Mr. Mailler is in charge of project design in the Mechanical, Plumbing and Energy Efficiency fields.

He reviews and coordinates all Mechanical contract documents prior to release for construction, and maintains a close association with all design projects.

Mr. Mailler, a native of Virginia, has lived and worked in Savannah since 1996.
